APPLICANT REQUESTS THAT:
His Uncharacterized discharge be changed to reflect General
(Under Honorable Conditions).
APPLICANT CONTENDS THAT:
His characterization of discharge is unjust. After failing an
exam for the second time and failing to progress in training, he
elected to separate rather than be reclassified into the
security forces career field. He feels his discharge should be
classified as General (Under Honorable Conditions) rather than
Uncharacterized.

STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 6 Jun
06.
On 18 Sep 06, the applicant was disenrolled from Ground Radio
Communications Apprentice Course for failing Block II test twice
with scores of 67% and 57% respectively (minimum passing score
70%).
On 11 Oct 06, the applicant was notified by his commander of her
intent to recommend discharge under the provisions of AFI 36-
3208, Administrative Separation of Airmen (Entry Level
Performance and Conduct; failure to make satisfactory progress
in a required training program), with an Uncharacterized
discharge. The discharge authority approved the separation and
directed the applicant be separated with an Entry-level
(Uncharacterized) discharge.
On 25 Oct 06, the applicant was furnished an Uncharacterized
discharge, and was credited with 4 months, and 20 days of active
service.

contained in the memorandum prepared by the Air Force office of
primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSOR recommends denial indicating there is no evidence of
an error or an injustice. Airman are given Entry-level
separation/Uncharacterized service characterization when
separation is initiated in the first 180 days of continuous
active service. The Department of Defense determined if member
served less than 180 days continuous active service, it would be
unfair to the member and the service to characterize their
limited service. Therefore, the character of service on his DD
form 214 is correct and in accordance with DoD and Air Force
instructions.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 21 Mar 14 for review and comment within 30 days
(Exhibit D). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion that the
applicant has not been a victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
